The Academy of Public Administration and Governance and the Normandie School of Management (French Republic) Concretize Areas of Cooperation

On the afternoon of May 15, 2025, at APAG Headquarters in Ha Noi, Assoc. Prof. Dr. Nguyen Ba Chien, President of APAG, had a working session with Prof. Dr. Anne Sophie Courtier, Principal of Normandie School of Management (EM Normandie) from the French Republic.

On the side of EM Normandie, there were Assoc. Prof. Dr. Mai Nam Thang, Director of Projects in Viet Nam; Assoc. Prof. Dr. Tran Nguyen Khoi, Coordinator of Projects in Viet Nam.

Representing APAG were Assoc. Prof. Dr. Tran Thanh Giang and Dr. Bui Phuong Dinh, Vice President of APAG; Dr. Le Thanh Huyen, Director of the Higher Education Management Department; Ms. Pham Thi Quynh Hoa, Director of the Department of Science Management and International Cooperation.

During the meeting, Prof. Dr. Anne Sophie Courtier expressed her pleasure at having the opportunity to continue working directly with APAG following their previous meeting in March 2025. She reviewed the key outcomes of earlier discussions and proposed concrete directions for collaboration, particularly with the APAG Campus in Ho Chi Minh City. EM Normandie reaffirmed its commitment to fully support upcoming cooperative initiatives between the two institutions.

Based on the remarks made by Prof. Dr. Anne Sophie Courtier, Assoc. Prof. Dr. Nguyen Ba Chien expressed confidence and commitment to advancing strategically important areas of cooperation, with a particular focus on the following areas:

(1) Student exchange: Implementing joint bachelor’s programs using blended teaching models in both Viet Nam and France.

(2) International joint training programs: Launching a Bachelor’s program in International Business Administration with a study plan of two years at APAG and one year at EM Normandie.

(3) Organization of international academic workshops: Supporting teaching and academic research activities.

(4) Faculty exchange: Establishing mechanisms for guest lectures and experience-sharing between faculty members of both institutions.

(5) Short-term training and staff development: Jointly designing and delivering short-term training programs for cadres and civil servants.

Assoc. Prof. Dr. Nguyen Ba Chien emphasized expanding these cooperation initiatives to the APAG Campus in Ho Chi Minh City, with a focus on joint academic programs and short-term training courses. He proposed that both parties soon finalize a memorandum of understanding, proceed with the official signing of a cooperation agreement, and aim to launch the first training course in September 2026.

Both sides agreed to intensify efforts, concretize areas of cooperation, and share a vision of a sustainable partnership aimed at building a globally integrated educational ecosystem, serving the mission of developing high-quality human resources in the future.
